01 Quota Allocation Mechanism
FIFA officially finalized the quota allocation plan for the 2025 Club World Cup at the Rwanda Kigali Conference in March 2023, which is a major adjustment to the global football governance system.
The continental quota system has become the basic framework of the Club New World Cup: UEFA won 12 seats, 6 seats in South American Football Federation, 4 seats in the AFC, ANF, Central and North American and Caribbean Football Federation, 1 seat in the Oceania Football Federation, and 1 seat in the host, forming a top 32 lineup.
quota allocation is not arbitrarily set, but is based on a comprehensive consideration of the development level, market value and historical contribution of football in clubs on various continents. European clubs have won more than one-third of their seats with their global influence and competitive standards.
FIFA has introduced the concept of "four-year cycle" in the quota allocation, and the qualification assessment covers the performance of the intercontinental event in the four full seasons of 2021-2024. This long-term design avoids the chance of temporary victory or defeat, and ensures that the participating clubs have continuous competitiveness.
02 The path to obtaining qualifications
The acquisition of qualifications follows a dual-track system: the champion direct access and the points ranking complement each other, forming the selection framework for the New World Club Cup.
Champion Direct Rules
For continents with more than 4 places (Europe, South America), the champions of the top intercontinental events in the past four times will automatically qualify for the competition. For continents with four places (Asia, Africa, Central and North America), the champions of the last four times will directly advance to the championship. For continents with only 1 place (Oceania), the highest ranking person will be selected from the last four times to advance to the clubs that have not advanced through the championship status, they will need to strive for the remaining quota through the points system designed by FIFA. The points calculation is based on the performance of each team in the past four seasons of intercontinental matches:
